This description basically says that Flow doesn’t change your default search engine, but it provides additional search results at the top of the ones you get from your main search engine. Also, take note of how it says that some of those results could be sponsored. It means that Flow may promote some sort of links or content for money.
Now, although Flow doesn’t change your search settings, the extension clearly employs tracking cookies to collect information on your browsing history. When it has that information, it can provide the said sponsored results. The sponsored results will be in one way or the other related to your browsing history.
When Flow and other similar applications promote third-party content, the content is customized according to your likes and preferences. This increases the chances of your interaction with the said content, and that’s exactly what the third parties that advertise their content through Flow want. This is a very common promotion tactic, and there’s nothing malicious about it.
However, the problem is that sometimes a malicious third party could make use of that advertising space.
